A Saudi prince arrested last month in Los Angeles for allegedly trying to force a woman to perform oral sex on him won't face felony charges in the case, officials said Thursday.

Majed Abdulaziz al-Saud, 28, had been scheduled to appear before a Los Angeles judge this week in relation to his September 23 arrest at a gated compound in Beverly Hills.

Obama, Pakistan PM Urge Afghan Taliban to Return to Peace Talks

U.S. President Barack Obama and Pakistani Prime Minister Nawaz Sharif on Thursday issued a joint call for the Taliban to return to peace negotiations with the Afghan government.

Obama and Sharif "called on Taliban leaders to enter into direct talks with Kabul and work toward a sustainable peace settlement," according to a joint statement, following a meeting at the White House.

Russia Questions U.S. Claims over Iran Missile Test

Russia's U.N. envoy on Thursday questioned U.S. and European claims that Iran's recent missile test violated U.N. resolutions, saying the test-launch should not be treated as a "sensational" issue.

Britain, France, Germany and the United States on Wednesday asked a U.N. Security Council sanctions committee to investigate the October 10 test-launch of a medium-range missile, calling it a serious violation.

Suicide Bomber Kills at Least 10 at Shiite Mosque in SW Pakistan

A suicide bomber blew himself up in a mosque killing at least 10 Shiite minority Muslims, including six children, and wounded 12 others in a remote southwestern Pakistani town on Thursday, officials said.

The attack took place as Shiites gathered at the mosque to observe the holy month of Moharram in the town of Chalgari in restive Baluchistan, some 170 kilometers (105 miles) southeast of the provincial capital, Quetta.

Gunmen Stage New Assault on Migrants at Sea

Unidentified gunmen have staged a series of new sabotage attacks on boats carrying migrants cross the Aegean Sea, Human Rights Watch said on Thursday. 

Quoting witnesses, the New York-based rights group said there had been eight incidents in which gunmen "intercepted and disabled the boats carrying asylum seekers and migrants from Turkey toward the Greek islands."

Europe Moves to Thwart Recruitment of 'Foreign Terrorists'

A group of EU countries signed an agreement to counter "foreign terrorist fighters" on Thursday, making it an international crime to travel abroad -- or even plan a trip -- to join militant groups.

"For the first time in international law, we have an instrument that criminalizes early preparations for acts of terror. It is the vital, missing piece of the jigsaw," said Thorbjorn Jagland, secretary general of the 47-member Council of Europe, which drew up the new law.

Erdogan Says Ankara Bombing 'Collective Terrorist Act'

Turkey's president on Thursday pinned responsibility for the deadly Ankara bombing on a "terror collective" comprising the Islamic State (IS) group, Turkish and Syrian Kurds and the Syrian intelligence service.

Iranian President Hassan Rouhani moved Thursday to dispel concerns voiced by Ayatollah Ali Khamenei over Iran's landmark nuclear deal, insisting Tehran would carry out its obligations while monitoring the actions of world powers.

Pope to Host Iran President Rouhani at Vatican

Iranian President Hassan Rouhani will visit Pope Francis on November 14, the Vatican announced Thursday in the latest sign of relatively warm relations between the Holy See and the Islamic Republic.

Rohani will call at the Vatican as part of an official trip to Italy, which has led European attempts to rebuild trade and investment ties with Tehran following the July nuclear deal.
